The head is from Momaw Nadon. I cut the front part of the head off and added Sculpey to give it a "flat nose" look, then painted the head brown and the eyes yellow.
In the movie, the character was actually just a head on a stick, so the body is pretty much anyone's guess. I chose a Tusken Raider body. I cut the robe off into a skirt, used Sculpey to make the chest look like a robe, and then painted the chest to match the rest of the body.
