Since Kenner only made three kinds of Sandtroopers, a person needs to fill his army. This is pretty cut and dry, or cut and glue...and paint. The shoulder pauldron was painted black, the right hand was cut off and reglued in a new position. A regular Imperial rifle was given to him.
